- Repeat the layers starting with the remaining chiles, beef, and remaining cheeses.
- In a bowl, whisk together the eggs, milk, and flour until smooth.
- Pour the egg mixture evenly over the entire casserole.
- Top with the crumbled queso fresco.
- Bake for 40 minutes or until the top is golden brown and the center is set.
- Let the casserole rest for 10 minutes before serving.
